Development Review: Bandar Puteri, Puchong by the IOI Properties
For more than a decade, IOI Properties have been synonymous with the growing township of Puchong. Today we look at their flagship township of Bandar Puteri where you can find the IntelliCity business centre, Giant hypermarket, a bustling commercial centre, and thousands of homes for the masses.
This will be an overview look at the WHOLE Bandar Puteri, not the usual individual home review you are used to. This will kick-off a series of postings, tomorrow onwards we will be reviewing a few of the recently launched phases within the development. There are more than 20 phases that have been launched over the years, and only a few pockets of land remain to be developed in Bandar Puteri.

Most of the earlier launches have been snapped up upon launch, which is a testament to Bandar Puteri’s appeal to home buyers. The phases to be reviewed here in Property Malaysia are:

Eugenia
Lilac (22’ x 75’ linkhouses)
Aseana Puteri (condominiums)
Bayu Puteri (apartments)
Grande View (22’ x 70’ hilltop linkhouses))

At the moment, the residential portion of Bandar Puteri is almost fully developed, giving a wide range of landed and apartment units throughout the entire development. In the pipeline is the IntelliCity, which will be a state-of-the-art business centre right in the middle of the development.
There are also new shoplots being built all over the site, the latest one to be completed is next to Giant hypermarket and the LDP, of course selling very well.

Location-wise, there isn’t much to fault, there are links to the LDP (via the new dedicated interchange), Bukit Puchong (to be connected when Bayu Puteri apartments are ready), Pusat Bandar Puchong (by SP Setia), Kg. Batu 14 (to Koi Tropika and Puchong Hartamas) and Puchong Jaya.
Some premium phases are located at the hilltop (Grande View, the Peak, Aseana Puteri) while most other phase are located a flat piece of sprawling land.
Some comments, though. Since its freehold, the homes here sell for an above average price, even for the earliest phases years ago. The newer launches now start even higher, as the facilities are mostly in place already, and the market as matured more in the recent years. Buyers also need to have check out the quality of the finished products and infrastructure before buying to get a good understanding of what to expect here.
I think the best way to assess Bandar Puteri is to see it for yourself. Wherever you’re staying, one evening just take a nice drive on the LDP (not during peak hour traffic jam, though) and explore the whole place. By then, you might also see why IOI Properties was voted the No.1 Quantitative Developer in Malaysia by the Edge.




No 1 in Quantitative, how about the qualitative, I saw their developement in Bandar Puchong Jaya (I stayed there), only one word can discribe, disappointed, seen like do not have proper planning, apartment next to industrial area, in the middle of Terrace House Area (the one in Tempua Area). Lousy road, etc.
However, Bandar Puteri did look better but if compare with newer township like Bukit Jelutong, Kota Kemuning, Setia Alam, I think still far behind. The road condition also no so good, especially the apartment area. Even Pusat Bandar Puchong is better although is older development.

Qualitative they’re No.5. but this is for the whole of IOI Prop, not just for 1 development. Definitely Bdr Puteri is better than the earlier puchong jaya.

True ioi is not top-notch in terms of quality… just look at the roads in puchong jaya…all cracked up easily…and who can forget about the fuss with sutramas parking lot…But they among the few that have the $$$ to built first and sale later (especially for shop unit).

I always thought IOI is a good developer and after many months of deliberation and seeing the good completion qualties of phase Bayan and others in Bandar Puteri (Jln Puchong), I finally purchased a unit in the IXORA, Bandar Puteria. Alas, upon inspection of the vacant delivery, I complained of the VERY poor finishing of the car porch (uneven cement, cement with sharf edges, cracked cement) and I cannot even walk barefoot on my own car porch. The finishing of the timber strip is so dull that the floor is ‘ unpolished’ and yet the site clerk claimed that that is the FINAL finish. My present apartment of 6 years old has more superior floor finishing even at this moment and the apartment only cost less than RM 150k.
After all the complaints 1month ago, there has been no action and I canno tmove in yet!

Dear IOI:In afternoon 26/11/05 (saturday), I checked on my property. Depite of my additinal lock (I provided key to IOI to repair defects) on the main gate, my house’s maindoor was opened amd the whole house smelled of cigaratte and cigarette butts in the bath rooms. Why this irresponsibilty to take care of my property?
I have filed complaints on the floor finishing of the drive way and the wooden timber strips. The floor of the drive-in has many cracks and ugly patches were done by IOI. I asked IOI to re-do the surface in accordance of ‘ cement rendering for other floors’ as per the sale brochure of IXORA. Instead, ‘grouting cement-meant for putting on tiles’ was placed on the concrete surface and this grouting is now cracking up and the drive way ugly with uneven surface-My nephew fell on his knee and had bad cuts by the sharp gouting (should I sue IOI?).
The timber strip remains un-varnished. As I stated in previous mail, I have inspected the quality of varnishing of the timber flooring in Bayan and other IOI phases, thus I thought I can trust IOI even though the specifications in the brochure (IXORA) mentioned timber strip as flooring without stating the ‘type of polishing’. Now I am really seeing the effects of advertisement of IOI in both floor finishes of drive-in and rooms, and the reality in the completed property.
Your staff keeps asking me to come to inspect to accept the completion of defects rectification, but in view of my comments above, how can I accept? Please go to my property at IX097 to check yrself.

I fully agreed with the comments by Tuen Kwong Lum for the parquet flooring finishing of the IXORA unit. I own a corner lot and I am quite disappointed with the works by them. Till today the floor is still the same as they claimed the “matt-finish” of the flooring should be like that. I am not happy with the finishing of the tiles at the hall as well because the space lining between tiles is so wide and finished with black cement! The colors of the tiles also come in different tone. I have complained many times to the site office and the feedback is “they are all done in that way and nothing much can be worked out”. If I were to move it, I think I have to redo the flooring again. What a price to pay!

I have a look at my house in bandar puteri, gosh it think they are cutting lots of cost….. just outside i notice many half done things. better check out for those who bought a house there. you may not have a drain or your drain would be cover with sand.

I am a proud owner of a double storey link house purchased and stayed since early this year. Proud due to able to affort to purchase one of about near to 400k BUT the QUALITY, SALES AFTER SERVICE ESPECIALLY ON DEFECTS WORKS - PATENT & LATENT DEFECTS BY IOI PROPERTY ARM SUCKS……..!
Maybe i am too picky & particular since I am in this industry ( construction ) BUT my wife was the one complaining why this, why that, ” dear… i think you better put in writting to IOI about all this complaints “. After much a do….., I got to follow up to ensure details are done. For your info, it took almost 2 years to begin rectification works and poorly done till today. I have got no choice but to carry out remedial works at my own built up cost during my renovation.
I dare IOI to hold a open meeting with owners and purchasers to get our feedbacks and i can guarantee, statistically there will be more dissappointed owners than non-dissap owners.
All the retension monies held back from the subcons are not managed well enough…. thats for sure or something else.

Comment defects noted among owners are :-
a) Cracks - structural and non structural
b) Car porch floor finishes - edge of floor tiles
chipped. Concrete imprint cracks, floor sealer unevenly
applied and uneven tonality.
c) Auto gate frequently out of order.
d) Coarse and trowelled smooth plastering uneven in terms
of texture especially piping area and electrical points
area.
e) Party wall between neighbouring unit is only 4 1/2″ thick instead of 9″ thick thus gives a bad acoustic properties not mentioning whether adhere to Bomba’s requirement of having 2 hour rated party walls.
f) All floor finishes especially living hall and kitchen bad poor workmanship ( uneven ). Poor grouting appication and poor gradient sense.
g) Timber floor works - timber expanded due to moiture content not observed and treated. Classic example was my unit were laid with soaked wet timber due to stocks were piled up in the room is yet to be water tight ( window panels weren’t installed ) Spoken to IOI about the potential defects BUT were told contractually they are liable to rectify defects works shall any arise. Conclusion, IOI have engaged non experience human resources to represent them. Sad……..!
h) Paint works can even last a year. What sort of QA & QC IOI adopt? Paint suppiers should warrant or guranttee jointly with appicator to IOI at least 5 years to 10 years. What happened here? Too much discount or lack of supervision or something else ??
i) Roof leakage - major issue. Poor workmanship and supervision of something else.
j) Roof timber trusses system were timber battens are poorly designed in terms of spacings. At least, at ceiling opening area timber battens has to be at least 2″ x 3″ for human to lift themself up NOT 1″ x 2″ ceiling battens. Hip joints & ridge capping were overlook in cementing and if there is cement, poorly done. Poor supervision or something else……..!
k) Island road kerbs fontage of all units especially at Puteri 12 area are nuisance……! Poor design. Afterall, road between units are not leanient enough unlike BUKIT JELUTONG PROPERTY DEVELOPMENT. In comparison, IOI are too blind to observe PIONEER DEVELOPER like GUTHRIE, proven historical success and development criteria.
l) Latent defects like internal water piping leaks - what can u ” IOI ” do for me or the rest of the owners. This is very disturbing having bought a property from a so called reutable developer recognised by the goverment. I think a study on customers satisfaction ought to be held to gain feedbacks and complaints.
j) Having said all the above, it has been a norm of our local developers and contractors to deliberately cause inconvenience to buyers and i strongly believe goverment MUST implement policies to developers to built first, obtain CF not TCF and launch sales. Loans to be interest free to developers during the course of constrcution and only takes effect on interest charges upon launching of sales and from the blessing of goverment’s letter of consent for sales.

I was very dissapointed by the poor quality of the house which I bought(The Peak) There are cracks in the living hall ad also the dinning hall..When I examined it properly I found that patch up works has been doen before I got the key. Moreover the cracks extended up to my masterbed room which cause the wall to leak whenever there is heavy rain fall. I am really dissapointed with the workmanship from the IOI properties. Moreoever the I came to know that for the row of houses (12/17A) the electric supply from the main was looped to 4 houses for each single line. Why are we paying such an expensive price for houses of such poor quality. Is there any body that we can complaint regarding this matter. Please advice us.How can we contact the press regarding this matter and hope that someone will take proper action on this matter. Thank you…

Every house buyers are protected by law under the “Housing Development (Tribunal for Homebuyer Claims) Regulations 2002″. Visit http://www.kpkt.gov.my/ for speedy, effective and cheap solution. We cannot make this quiet as it’s from our hard earned money.

I have just bought a unit at Primrose, Bandar Puteri. I just want to know the comments from anyone regarding the location, the developer’s track records as well as the price of the property. I am worried that I have made the wrong decision because I can see that the price is higher than the other properties in Bandar Puteri and it is only a small terrace house.

Had a bad experience as well with BPP, my advise is the moment VP comes in, get a plumber to connect bathroom piping to main source in order to test the workmanship for all internal piping as well as electrician to test the wiring. Learn a mistake, did not do it until later and internal pipe burst and bathroom cannot be used now without major rectification work. Dev refused to do citing Defect period is over ( 18 mths in my opinion is too short to defect latent defects such as piping and electrical works). Since you have already bought the house, just watch out for these issues upon VP. Seriously, BPP’s workmanship just sucks big time considering the price we paid for a house compared to other locations.

I bought 3 houses from IOI, and I believe Aseana is my last. Had a very bad experience with Eugenia (semi-D), and was treated like a beggar when I complaint about wood flooring. The complaint was filed in February 2007 and only rectified in June 2008, only when I wrote an email to them asking for RM20k to compensate for replacement of wood flooring.
Aseana unit belongs to my father. The quality, you won’t believe it until you inspect the unit,my father paid RM255k for a low cost flat (dare not to say condominium as claimed by IOI) quality.
End of the day, my father lost a few thousand (maintenance fees since the day the key was collected and lost of usage).
Believe me, if you buy a landed property from IOI at Bandar Puteri, just assume that you pay for the land only, coz the building is not what it is worth.

About Primrose, anyone buying the best front row with good view one “pantang” about facing the cemetary down there at mid-hill? Not that i like to raise this matter, but i’m more concerned bout house value drop after someone else reallize later and make it a big issue. The case like Kim Crest.

The best front row will be blocked by semi-d or bungalow units to be launched by IOI, hence you will not be able to see the cemetery.

Administrator, do you have any info/review on IOI Intellicity?
It was highlighted as the key feature of Bdr Puteri since BPP started. But now it seems that PFCC is the center attraction, while the intellicity idea seems to go nowhere.

i think the intellicity proposal has been either scrapped or put on whole indefinitely very early in the implementation of the masterplan. Maybe IOI ppl can shed some latest development.
